Delivery Report Statuses and Their Meaning

Below is the list of the DLR status codes returned by the operators and what they mean. To get delivery report for messages sent

DELIVRDThe message was delivered to the cell phone.
SENTThe message was sent to the operator but yet to get any DLR
PENDINGThe message has been forwarded to the phone number and possibly delivered but the recipient's phone is yet to reply the operator with acknowledgment
ACKEDThe message was sent to the operator and acknowledged by the operator
ACCEPTEDThe message was accepted by the operator for delivery
ENQUEUEThe message was sent to the operator and forwarded to the cell phone but yet to reply with Delivery Acknowledgement.
ENROUTEThe message is being routed for delivery
UNKNOWNThe message has been confirmed as undelivered but no detailed information related to the failure is known.
An unknown error might have occurred on the operator SMS server.
This can also be generated as a result of PORTABILITY error
UNDELIVAttempt to deliver a message failed.
- The handset might be out of network coverage when message delivery was attempted.
- The handset might be switched off.
- The handset might be roaming out of carrier's supported network.
- The message might have failed due to suspicion of SPAM on the operator network eg sender ID relating to financial institutions or government agencies.
- Random unsolicited messages blocked by the operator
- The political campaign not permitted by the operator
- The same message sent to the same phone number repeatedly over a short time
- Absent phone number. The phone number might have been recycled after a period of no activity
- Low or no network coverage
- Battery too low to process an incoming message
EXPIREDThe SMSC was unable to deliver the message in a specified amount of time. This is called Message Validity and it is usually 48 hours.
In some instances (especially when the operator is under traffic pressure), the operator might expire some messages instantly once it cannot be delivered as at first attempt.
It can also mean that the cell phone was switched off as at the time of delivery.
REJECTDThe message was rejected.
- Subscriber is on the Do-Not-Disturb list
- The provider could have blocked phone numbers in this range.
- Message flagged as SPAM (Mass unsolicited messages)
- Message flagged as SCAM (Messages with potential intent to defraud, defame or threatens social security)
- Faulty or ongoing upgrade on the base station covering the range of the phone number
DELETEDMessage was deleted
UNSUPPORTEDDelivery report is not supported by the route or the operator

Note: Sometimes you might get false positives (i.e. DELIVERED status but no message on the phone when the inbox is full or due to portability issues)

Solution to the DND (Do-Not-Disturb) Problem in Nigeria (Starts Sunday, January 1,2017)

The Nigerian Communication Commission mandated the Telecom operators in Nigeria to implement the Do-Not-Disturb (DND).This is a laudable approach to the menace of unsolicited SMS in Nigeria, it has also created a lot headache for Nigerians especially business owners,religious organizations,associations and NGOs. Not left out are individuals that need to invite their family members and friends to events such as wedding ceremony, birthday parties and other social functions.

Lasting Solution to DND Problem


DND service was introduced on July 1st 2016 by the NCC, many of us were excited and rightly so. It was high time something was done to the incessant unsolicited text messages we receive from network operators. 5 months down the line and now many wish they never subscribed for it, owing primarily to the frustrating constant cases of undelivered bulk SMS due to DND issues. It has been disastrous, to say the least.

Not Receiving Bulk SMS, What Should I Do?


UPDATE: To unsubscribe from 'Do Not Disturb' (DND):
1. Text STOP to 2442
2. Then, text ALLOW to 2442


If you have been receiving bulk SMS sent to your phone by your religious organization, school, online store before July 1, 2016 but currently not receiving any, your phone number might have been added to the ‘Do Not Disturb’ (DND) list.

This means that if you are currently on DND, you will not be receiving third-party SMS. While this is a very welcome development due to the abuse of the third-party bulk SMS services, it also has its down-side.



When your phone number is on DND, you will no longer receive notification from all of your services that sends notification SMS using third-party SMS services. This include but not limited to the following:

· Examination PINs purchased online (eg WAEC, NECO, etc)

· Electricity PINs from the third-parties that sell on behalf of the Electricity Distribution Companies

· Transaction update of online purchases (eg Jumia, Konga, MallforAfrica, etc)

· Updates from your school or that of your children

· Notification and update from your religious organization

· Community alerts (eg Community alert by some NGOs during the Ebola epidemic)

If you miss any of the above messages and will like to continue receive them, you will need to unsubscribe from the DND by (1) texting STOP to 2442 then (2) text ALLOW to 2442 to start receiving bulk SMS.

If after texting ALLOW to 2442, you are still not receiving third-party SMS, you might have to contact your telecommunication provider.

How to Remove My Phone Numbers from the Do Not Disturb (DND) List




UPDATE: To unsubscribe from 'Do Not Disturb' (DND):

2. Then, text ALLOW to 2442
Whether you know about it or not, the Nigerian Communication Commission (NCC) mandated the telecommunication operators to implement ‘Do Not Disturb’ (DND) starting July 1, 2016. This came on the foot of torrents of complaints submitted to NCC on the abuse of third-party SMS and unsolicited automated calls.
In line with the above, NCC issued a directive to the telecommunications service providers in the country that starting from July 1, 2016, they must activate the ‘Do Not Disturb’ (DND) facility which gives subscribers the freedom to choose what messages to receive from the various networks or face sanctions.
To remove your phone number from the DND list, you will need to text ALLOW to 2442. Despite this, it has been noted that some phone numbers that are not DND list are still not receiving third party SMS. This has been confirmed to be a glitch in the set up process by the telecommunication operators.

To resolve this, try the following:
1. If you have received any message such that below in the past, you are on DND and you will need to (1) text STOP to 2442 then (2) text ALLOW to 2442 to start receiving bulk SMS.
“You order DND product successfully at 14:52:22 01/07/2016”.
The time and date are just hypothetical.


2. Text STATUS to 2442 to check if you are currently on the DND list. If you get a message such as:
a. “The Do-Not-Disturb service is active on your line to FULL Blocking mode. Please visit **URL** for more options.”
Then, you are currently on the DND and you need to (1) first text STOP to 2442, then (2) text ALLOW to 2442 to start receiving bulk SMS.
b. “You have not subscribed to DND or has unsubscribed from it.”
If you receive any message similar to the above and you are still not receiving bulk SMS, you will need to contact your telecommunication provider.
Since problem has been found to be peculiar to the MTN Nigeria network. You might also want to update phone number on the platforms where you are expecting the SMS notification to the one from another telecommunication provider.

Bulk Sms With The NCC DO-NOT-DISTURB POLICY

Do-No-disturb is a feature that effectively blocked or silent an unwanted calls and messages. It also helps to avoid an unwanted unknown individual or telecommunication calls and SMS.
 

Why is it in place?
With the Do-Not-Disturb feature, you can automatically ignore or block annoying or unwanted calls and SMS. Do-Not- Disturb effectively silences almost all notifications while you aren’t actively using your phone. It also silences all phone calls by default, but you might want your phone to ring when certain important people calls.
 

How it has affected bulk SMS
With the directive from the Nigeria Communication Commission (NCC) on do not disturb. It has been enforced on the network providers to implement Do not disturb on all subscribers. In view this, Bulk SMS has been affected and we deliver messages to some network. For some hours, we do not deliver messages to MTN lines, but now resolved on SmsAlart.
